What is Being Proposed

The plans for Tascroft Rise Phase 4 involve delivering a variety of 54 sustainable, high-quality properties to meet the area’s housing needs. 16 of the properties would be affordable homes, aimed at local families and first-time buyers already living in the area.

The new properties will reflect the architecture of the area and will feature high-quality design and materials from Redrow’s Heritage Collection. Each property will also have access to fibre broadband connections as standard.

The development will benefit from extensive outdoor leisure space for the whole community - planted with trees, native shrubs, wildflower meadow areas and species-rich grasses - as well as a park and outdoor playing area for children of all ages.

All homes will be provided with dedicated cycle storage, which aligns with the development’s overall focus on supporting sustainable, greener transport options with well-lit pedestrian and cycle routes, as well as public transport services connecting the homes to the wider local transport network. We are also exploring the potential to install electric vehicle charging points across the site, as part of our ambition to ensure the development supports efforts to reduce emissions and carbon from vehicles.

Green Spaces for all

High quality landscaping throughout the development will see original trees and hedgerows retained wherever possible, enhanced with additional planting of trees, native shrubs, wildflowers and species-rich grasses. A landscape buffer of new trees will be created along the northern western and southern boundaries of the site, which will not only create more attractive habitats, but will also prevent the development from being overlooked.

Individual properties will also enjoy on-plot landscaping, with the proposed designs set to feature attractive green frontages and a defined streetscape using hedgerow, ornamental shrubs and areas of amenity grass between properties.

Other Benefits

The development will support the creation of local construction jobs during the building phase, as well as indirect jobs with local businesses who supply to us.

Contributions towards the social and economic infrastructure and local facilities required to support these houses will be made by Redrow through the Community Infrastructure Levy and S106 funding. These will go towards education provision, sporting and leisure provision, health care services and improvements to public transport and public rights of way.

Our proposals aim to transform the site into a development of the highest quality, with homes to complement the existing charm and character of Tascroft Rise Phases 1-3, our adjoining development.

Highways and Access

Construction Phase

We have listened to feedback from local residents and the Parish Council regarding management and mitigation of any impacts from construction traffic during the development phase. This is something that we will continually assess, and are currently exploring options for a new construction route from Victoria Road to reduce construction traffic in residential areas. Alongside this, we are assessing whether temporary speed restrictions may be required for construction access. 

Transport for Residents

Ensuring good transport connectivity for residents is a central element of our development designs at Tascroft Rise Phase 4. As such, the site will have two proposed vehicular access points.

The first access point will provide entry to the north of the Tascroft Rise Phase 4 site, into an area of the West Warminster Urban Extension (WWUE) being developed by Persimmon Homes. This will also provide pedestrian access to a proposed local play areas and further highways connectivity onto Victoria Road (the local road network).

The second access point will be to east of the Tascroft Rise Phase 4 site, with internal roads creating a vehicular link to earlier phases of Redrow’s development (Tascroft Rise Phase 1-3) and a connection to St Andrews Road.

A key priority for the development is to maximise greener transport options and minimise traffic - reducing emissions and carbon from vehicles. Tascroft Rise Phase 4 will feature a network of well-lit pedestrian walkways and cycle routes that will enable residents to take advantage of the extensive open spaces and landscaped areas, as well as providing excellent connections to other parts of the WWUE area, and into other local hubs. 

Ecology

We want to ensure the new homes at Tascroft Rise Phase 4 are carefully and sensitively built in a way that minimises impacts on ecology, habitats and biodiversity.

Although the proposed site is not located in an area that is sensitive in terms of biodiversity or geodiversity, we plan to enhance habitats by:

The areas of wildflowers and species-rich grasses that will feature throughout the development’s public outdoor areas will also encourage many species and improve the site’s biodiversity potential.

Alongside this, we will seek to enhance biodiversity by actively encouraging wildlife, such as bats by installing nesting boxes and carefully planning any night-time lighting around the site to minimise any impacts on these species.

Drainage

The Tascroft Rise Phase 4 site is identified by the Environment Agency as being at low risk of flooding, however, a full Flood Risk Assessment will be carried out to support our application.

A Surface Water Drainage Strategy will be incorporated into the design of the proposed development, to ensure that it does not increase the risk of flooding elsewhere. The drainage strategy will capture surface water run-off from proposed homes and car parking areas via a network of pipes, which will discharge any excess water into the proposed attenuation basins to the north and west of the site, where it will be absorbed into local soakaways.

The site will be connected to the local sewer network, which has capacity to support the proposed housing numbers.

Landscaping

We want to retain as many of the existing trees and hedgerows at the site as possible. The planning layout (below) shows the location of the retained trees and hedgerows. These green areas will be enhanced with new planning and landscaping across the development.

The overall site will feature extensive public outdoor spaces for the whole community to enjoy, with trees and native shrubs, as well as areas of wildflower meadow and species rich grasses.

The application will be supported by a full Landscape and Visual Impact Assessment, which shows the architecture, scale and form of the proposed residential dwelling can be successfully accommodated within the site and surrounding landscape without unacceptable effects on the character or visual amenity. 

Community Benefits

The development at Tascroft Rise Phase 4 supports the pressing need for good quality housing for the Warminster area, as identified within the Wiltshire Core Strategy.

Of the 54 proposed properties, 16 would be affordable homes, aimed at local families and first-time buyers already living in the area. It would also support the roll-out of fibre broadband across the region, as each home would be connected to this network as standard.

The new homes will make a significant contribution towards creating a vibrant, healthy, and active community within the Warminster area; extending the town and enabling it to grow sustainably for the long-term.

During the construction phase, the site would create a number of local jobs, both through direct employment, as well as indirect through our use of local business and transport.

The proposed development places a high priority on creating outdoor leisure and recreational spaces for the whole community to enjoy. The homes at Tascroft Rise Phase 4 will see the creation of new public green spaces that not only enhance local ecology and biodiversity, but also help to promote healthy lifestyle choices and benefit peoples’ overall mental and physical wellbeing.

The Tascroft Rise Phase 4 site will bring improvements to local cycling and pedestrian routes, which not only encourages less traffic on the roads – reducing emissions and carbon from vehicles - but also offers the opportunity for healthier lifestyles choices for residents. The possibility of electric vehicle charging points would also potentially encourage and enable a greater proportion of cars to be electric or hybrid models.

Contributions towards the infrastructure improvements required to support the new houses - such as roads, healthcare and education - will be made by Redrow through the Community Infrastructure Levy and S106 funding.
